It can happens when the game is updated or when loading. You may experience ressource respawn : some people have experienced it. So if you run out of ressources in a biome, you'll need to seek for them in another one. There's plenty in the ocean so it's hard to run out of them but by collecting all quartz around my safe shallow spawn point, I can assure you they do not respawn.
